TILEC study on universal services in banking

The tilburg university has done something worthwhile by applying the concept of universal services to banking. This line of thinking may be(come) quite relevant, if not now, then in the next decades (as cash is replaced with private digital currencies and we all wonder if there is one single currency to allow partcipation in society).
